The master plan was conceived as a long-term proposal with a total length of 11 km, from Plaza Once to Liniers, creating different types of public spaces—tree-lined axes, bike lanes, historic buildings to be preserved, and pedestrian promenades—made possible by the trenching of the Sarmiento railway.

This project, which crosses neighborhoods such as Almagro, Caballito, Flores, Floresta, Villa Luro, and Liniers, ultimately addresses the divide between the north and south of Buenos Aires.
Phase 1: to consolidate a linear park, seven blocks long, in the at-grade space above the tracks currently running in a trench, by constructing a walkable deck.
